GOMOR Result
Our office had another great GOMOR result for an Army Captain. The Captain was facing a permeant filing in his Army Military Human Resource Record (AMHRR) due to an allegation that he wrongfully received an overpayment of basic allowance for housing (BAH).
The Commanding General (CG) believed the Captain exploited provisions of the Joint Travel Regulations (JTR) for his own personal gain, and in doing so, violated the trust of the American taxpayer. The CG told the Captain that his actions and lack of integrity were troubling, and that the Captain’s conduct was not in keeping with the Army Values. Faced with such a sternly written reprimand, it seemed unlikely that the Captain would avoid an AMHRR filing of the GOMOR.
Despite the odds, our office set our to show why the JTR was confusing and how the Captain legitimately believed he was entitled to the BAH. We addressed each of the issues raised by the CG in his GOMOR, and also pointed out the flaws in the Government’s own investigation. Along with the rebuttal, the CG considered letters of support for the Captain. Based upon the rebuttal and letters of support, the CG elected to file the GOMOR locally instead of filing it in the Captain’s AMHRR.
The successful GOMOR result has now enabled the Captain to continue his career. Once the Captain moves to a new duty station, the GOMOR will be destroyed.
